COMException when trying to remote

When trying to use this cool tool, i get this message as soon as i try and connect to a remote computer
I am not sure what it thinks isn't registered but i can't get any further

See the end of this message for details on invoking
just-in-time (JIT) debugging instead of this dialog box.

You should try to run this command:
regsvr32 C:\WINDOWS\system32\mstscax.dll

That was it. My question would be, if that file is already in system32, why would it not have been registered? I am not the only one who had this problem so does that mean that that dll gets laid down but not used unless you have a specific need?
